Loading ...Year 2007 was a difficult year for the Romanian agricultural administration because the extreme phenomena strongly hit not only the agricultural production, but farmers too, said the Minister of Agriculture and Rural Development Dacian Ciolos.
‘’From the viewpoint of the agricultural administration, year 2007 was difficult because, being an year in which we had to enforce new rules after the EU membership, we got stuck a little in the functioning of the payment agencies and that delayed the allotment of subsidies to farmers. On the other hand, from the experience gained in 2007 we’ll manage in 2008 and in the upcoming years to move things faster,’’ Agriculture Minister told a TV show.
The main objective in 2008, according to Agriculture Minister Dacian Ciolos is the improvement of the functioning of the ministry’s institutions.
‘’The number one priority of the agriculture ministry in 2008 is the improvement of the functioning of the ministry’s institutions so that the EU funds reach as fast as possible and in a less bureaucratic way to the beneficiary,’’ said Minister Ciolos.
He said he referred in this context to the Agency of Payments and Interventions, which allots the payment per hectare and subsidies from the national budget, as well as to the Agency of Payments for Rural Development and Fishing which will manage the funds for rural development and fishing.
‘’I believe we have to have a lot to do in order to improve the functioning of these agencies, especially at local level, where the contact with beneficiaries is made, in order to avoid the long lines at local centres, at the submission of applications, reducing therefore bureaucracy as much a possible. The improvement of agricultural consulting is also entailed. For instance if for the Sapard Programme we had to absorb some 150 million euros a year, now we’ll have to absorb some one billion euros for the Programme of Rural Development,’’ said Agriculture Minister Dacian Ciolos.
