President Traian Basescu said on June 19, before leaving for Brussels, that it was important for the Lisbon Treaty to come into force by the euro-elections in June 2009.
The Head of State said this in the context in which Ireland rejected the Treaty by a referendum.
"We do not regard the situation created by Ireland’s failure to ratify the Treaty as a critical situation. It is something difficult but I feel sure that today [June 19] they will find solutions [in the Council of Europe] for the Lisbon Treaty to come into force as rapidly as possible and, anyway, before the euro-parliamentary elections in June 2009," said Traian Basescu.
The Head of State explained that it was important for this deadline to be observed as the document changed something in the structure of the European Parliament, on the one hand, and, on the other hand, it enormously changed the tasks of the European Parliament, which turns into a joint partner of the European Commission in making decisions.
Another subject to be discussed by the European Council is connected to finding some solutions, applying some measures meant to manage the effect of the growing prices of food and oil products in the European Union.
"The subject is connected to finding some short, medium and long-term solutions for the soaring prices of food and oil products not to be extremely difficult for the EU peoples to bear," said Traian Basescu.
Migration is another subject on the agenda of the European Council, said the Head of State.
"From this point of view we are in favour of a balanced approach, starting from the prerequisite that, on the one hand, migration that gets out of control can generate special social problems and, on the other hand, migration is a phenomenon that must go on as it has direct implications on the EU capability to continue its development. This refers to the manpower necessary for supporting the development of the economies of the EU states", added the President.
He explained that Romania had two initiatives for this subject: the partnership for the mobility of manpower between the European Union and the Republic of Moldova, which was approved and is on its way to fulfilling the pledge to be able to work, and the creation of a platform in the field of migration in the Black Sea region.
"The Romanian proposal has been adopted by the Foreign Ministers, it is still to be approved by the Council," also said Traian Basescu.
Romania will also table the report prepared by the European Commission on the Roma population at the meeting of the European Council.
"At the request we made in December, for this Council, the European Commission was duty bound to present a report on the situation of the Roma population in the territories of the European Union member states and solutions to generating a new policy at European level referring to the integration of the Roma. The Commission informed it would submit this report on July 2," added Traian Basescu.
The agenda of the European Council also includes the law package on climate changes and energy aimed at reducing the level of pollution.
Traian Basescu said that, at present, the "big problem" is connected to the separation of the energy production from the energy transport and added that, inside the EU, there were states that have a vertically integrated system, with production and transport managed by the same company, and separation is a process that has to be carried out.
"Romania has carried it out. There are also other states which, when Romania separated production from transport were EU members, were asking Romania to observe it and they themselves have now difficulties with separating production from transport.
Romania thinks that one must not make concessions and they cannot tolerate the idea according to which some states preserve their vertically integrated companies, with the producer and the carrier in the same company, and others, which implemented these reforms, are going to stand by and look on. One must find a compromise here too, maybe by preserving the ownership of the production and transport sectors, but guaranteeing an independent management for either of them," also said Basescu.
