EU states must ratify Lisbon Treaty before euro-elections, says Basescu

President Traian Basescu said on Friday at the end of the meeting of the European Council that they decided that all European Union member states should ratify the Lisbon Treaty before the elections for the European Parliament that are to be held in June 2009.
 
'The European Council established that the procedure of ratifying the Lisbon Treaty should go on in all the states where it has not been carried out. The decision was that the EU member countries should continue the procedure so that the elections in June 2009 be held with the Lisbon Treaty ratified and in force,' said Traian Basescu.
 
The Head of State insisted on saying that there were approaches during the European Council that referred to stopping the ratification process of the Lisbon Treaty as it was not ratified by Ireland.
 
He added that the ratification procedure in all the EU member states of the Lisbon Treaty should end in February or in March next year at the latest. During the European Council they also examined the stage of the ratification process in the EU member states, said Basescu.
 
President Basescu also surveyed the implications of the failure to ratify the Lisbon Treaty and emphasized the fact that it changed the number of euro-parliamentarians for every state and it would be difficult to imagine the elections for the European Parliament without this document being ratified.
 
He also said that at present the EU works on the basis of the Lisbon Treaty and without the ratification of the Lisbon Treaty one cannot talk about Croatia joining the Union as this country can conclude its accession preparations in 2009.
 
'The European Union can no longer work on the basis of the Nice Treaty,' said Basescu.
 
On the other hand the Romanian President said that, during the Council, they started the partnership for mobility with the Republic of Moldova. 'Here things will go on as regards making it easier for the Moldovan citizens to go to the labour market in the EU,' said Basescu.
 
The President also said that the conclusions of the Council consolidated the European prospect for the Western Balkans and added that all the states in this region signed an agreement of stabilization and association with the EU. They also stipulate the necessity for Serbia to come nearer to the EU.
 
'The conclusions of the Council also stipulate the necessity to develop an eastern partnership of the EU,' said Basescu.
