The Romanian Government on September 24 passed the third budget rectification this year, with the amount to be redistributed exceeding RON 6 billion, Prime Minister Calin Popescu Tariceanu announced on September 24.
“This rectification is based on excellent economic results of the first 8 months of the year that have generated extra receipts for the Budget. The first eight months of the year witnessed an increase by RON 505 million in the Gross Domestic Product (GDP), compared with an estimated RON 475 million at the first rectification. This allows us to allocate additional funds for priority fields,” said Tariceanu.
Extra funds were earmarked for funding county and communal road modernisation and upgrading and the continuation of a programme for rural infrastructure and the building of sports halls in the same areas.
The Ministry of Home Affairs and Administrative Reform (MIRA) will receive additional funds to subsidise heat generated in a centrally managed system and to secure the pay for the Police active and retired staff.
The Labour Ministry will get funds to sustain the increase in the farmer’s pensions and pay other social benefits, including child allowances and infirmity benefits.
The Justice Ministry is also scheduled to receive additional funds to pay wage claims won by prosecutors and judges in court.
The Agriculture Ministry will receive additional funds to pay subsidies to farmers.
Local public administrations and pre-university education organisations are also important beneficiaries of this new rectification.
The Transport Ministry is on the list to receive more funds for rail infrastructure development, and so is the Ministry of Economy and Finance for securing payment of wage increases, holiday bonuses, judicial assistance and representation services and to pay out civil damage to the National Property Returning Authority.
The Defence Ministry will have its budget increased to help it service its dues to specialist NATO organisations, for air transport and to pay the military pensions.
The Ministry of the Environment and Sustainable Development will be earmarked additional funds to carry out the priority multi-annual environment and water management projects of local authorities, co-finance a project for diminishing risks in case of natural catastrophes, emergency preparedness and the payment of holiday bonuses suspended in 2001-2006.
The General Action Department of the Ministry of Economy and Finance received additional money to cover expenses incumbent on the Government to bear, such as interest on public debt, Romania’s contribution to the Community Budget and co-financing of European grants.
