Romania might get the financial allocation extension for SAPARD afferent to 2006 after the European Commission (EC) will examine the Audit report made by the Court of Accounts and the National fund certificate, attesting implementation of the required measures.
“Based on the preliminary report sent to EC we have signals from the European Commissioner for Agriculture we will get one-year extension for the absorption of European funds afferent to 2006 SAPARD program”, stated on November 5 Minister of Agriculture and Rural Development Dacian Ciolos.
Following an audit monitoring mission in June 2008, EC informed the Romanian authorities about some deficiencies in the system of management and control of the Payment Agency for Rural Development and Fishing (APDRP), SAPARD fund’s administrator in Romania.
EC urged the Romanian authorities to outline a plan of measures in order to eliminate the assessed deficiencies temporarily suspending the payment requests sent previously for SAPARD program, 28.3 million euros worth. According to APDRP, there were 582 payment requests authorized in the system, in the total value of 62 million euros.
Those payments were to be made in a first stage from the national budget and EC was going to reimburse the amounts only after receiving the payment declarations and the Ministry of Economy and Finance was informed that the APDRP plan on deficiency elimination was implemented.
