CSM Chairman: Violations by magistrates are isolated cases

Chairman of the Supreme Council of Magistrates (CSM) Virgil Andreies on Friday called on the media, politicians and the public bodies to convey messages of trust in the judiciary, arguing that the violations by magistrates are nonetheless isolated and do not justify pointing a blaming finger at the entire system.
'I believe the time has come for us to change our message on the judiciary, in that we should convey a message of trust in justice as a system. Romania is standing no chance if it fails to create strong public bodies.
I am encouraged to say this by the results I have noticed at the Craiova Court of Appeal, the Bucharest Court of Appeal, the Alba Court of Appeal and the results you have just heard of today at the Cluj Court of Appeal. I cannot emphasise enough that most of the Romanian judges and prosecutors are honest people that go by the code of conduct,' Andreies told a news conference.
He also called on the journalists to refer any violations by the magistrates to the CSM so that CSM may be quick to intervene. 'CSM will promptly penalise a magistrate any time the magistrate in question violates the law or the magistrates' statutes. We can no longer tolerate the entire Romanian judiciary system being blamed for individual mistakes,' said the CSM chairman. Andreies also mentioned some disciplinary cases.
'Disciplinary inquiries have been completed at the Dolj Tribunal and the Prosecution Office with the Dolj Tribunal. On Thursday, the prosecutors' disciplinary board started a disciplinary action against Mr. Prosecutor Vladoianu Marius for gross negligence in carrying out his duties. He will be judged by the prosecutors' disciplinary section. Today, the judges' disciplinary board will scrutinise and decide on a disciplinary inquiry into a case implicating Ms. Judge Nicola Naria, and you will hear a verdict by the end of the day.
This is the judge who ordered a stay on the Gorbunov case, in which Serghei Gorbunov is suspected of having killed two people during an armed robbery at an exchange office in Brasov late this January,' said Andreies. The CSM chairman attended on Friday the release of the 2008 activity report of the Cluj Court of Appeal.
