Romania ranks last among the European Union member states as regards the property rights protection, according to a report called International Property Rights Index 2009, issued by the Center for Institutional Analysis and Development (CADI-Eleutheria). According to the quoted document, property rights protection further remains a challenge for Romania.
Despite that the country continues to hold a relatively stable position in this classification (62, preceded by El Salvador and Mali and followed by Mexico and Jamaica), its overall score declined from 5.0 in 2008 to 4.8 in 2009. This regress is mainly caused by the lower score given for Physical Property Rights (PPR), from 5.4 in 2008 to 4.9 in 2009, to which there are added lower declines in the fields of Legal and Political Environment (LP) and Intellectual Property Rights (IPR).
The report emphasized that it is more worrying given the current economic crisis, when legislation in the field of private property should be favorable to the economic development and to enhancement of the investments attractiveness and not running counter these. The Center for Institutional Analysis and Development has launched CADI's 2009 edition, which analyzes data from 115 countries around the globe as for the impact of the Physical and Intellectual Property Rights upon the economic welfare.
