Modification of public acquisitions legislation, debated by Inter-ministerial Committee

Members of the Inter-ministerial Committee for the absorption of Community funds examined on Tuesday, Feb. 24, a normative act draft on the modification of legislation in the field of public acquisitions, so that it could enter the process of inter-ministerial assent and, subsequently, on the Government meeting agenda. According to a release remitted by the Executive, Premier Emil Boc asked ministers and state secretaries to urgently promote this normative act draft, underlining that through the elimination of red tape the access to European funds will be eased.
As well, in order to boost the absorption degree of European funds, the Executive's head asked the Authority in charge with Structural Instruments Coordination to present a weekly report on the contracted projects, eligible to be financed from European funds. At the same time, the Prime Minister asked the General Secretariat of the Government to identify a solution aimed at monitoring the process of project assent, set to be financed from European funds, in order to reduce the periods of time needed by the government authorities to reach their assent.
The Prime Minister evaluated within the Inter-ministerial Committee the stage of preparation of the needed documents for auditing the system of management and control connected to the Operational Programmes. According to this evaluation, all relevant institutions prepared the documents and the highest number of them were sent to the European experts, so that, in the shortest time possible, the non-audited operational programmes by the European Commission (EC) could become operational, the quoted source informs.
The Executive established the date of February 25 as a deadline for the preparation of the needed documents for the system of management and control auditing attached to the Operational Programmes. At present, Romania has just three of the seven Sectorial Operational Programmes audited by EC. The Sectorial Operational Programme Economic Competitiveness and SOP Environment were audited on Jan. 16.
During the former governance, just one Sectorial Operational Programme was audited by EC, namely the Technical Assistance. The other four, not yet audited by EC, are SOP Transport, SOP Regional, SOP Development of Administrative Capacity and SOP Human Resources Development.
