Romania fulfills its obligations derived from judicial framework with Italy

Romanian side has fully met its obligations deriving from Romanian-Italy bilateral judicial framework and is further ready to aid the Italian side to implement this bilateral legal instrument, stated Minister of Justice and Citizenship Freedoms Catalin Predoiu on Monday, at the end of hearings organized by the reunited foreign affairs committees of the Parliament on issues Romanians in Italy are confronted with.
 
"As well, we continue to monitor all regulations adopted by the Italian side in this question and have reservations that the safety packaged adopted last year and the law-decree adopted recently meet all European standards from this prospect, but this is a prerogative of the Italian state", the Minister said. During the hearings in the reunited committees, the Minister underlined that a divide must be traced between the issue of crimes committed by Romanian citizens in Italy, the issue of observance of Romanian citizens' rights in Italy and the bilateral judicial cooperation.
 
At the same time, he pointed out that during the talks with his Italian counterpart in October 2008, without formulating this in writing, the Italian side suggested the idea according to which the agreement in 2003 on the transfer of convicts must be reviewed and amended, so that the transfer of convicts should be accelerated between Romania and Italy, as well as of the people whose cases are instrumented by police or the prosecutors' offices.
 
On the other hand, Predoiu stressed that currently the standard of bilateral judicial cooperation related to convicts is at the level or even higher than the European standard and allows an efficient cooperation between the two sides, on condition that the institutions in each country fully applies it. He also said that, at the end of talks with the Italian Minister, a joint declaration was signed, emphasizing that at present the bilateral judicial framework is sufficient for the protection of both Romanian and Italian citizens' rights, proposing a more efficient application.
 
The Minister informed that he addressed a letter to the Italian counterpart inviting him to visit Romania for further technical discussions, started in 2008 and suggested the maintenance of a steady dialogue, so that eventual difficulties in the bilateral judicial accords implementation could be anticipated, as well as a series of issues deriving from the legislation the Italian state wishes to implement in the matter of human rights respect.
 
Finally, the Minister presented a series of statistics, saying that the total number of Romanian convicted in Italy on Feb. 23, 2009 was 959, of whom 436 for various crimes against other people.
