Gov’t passes Memorandum on improvement business climate

The Government on Wednesday approved a Memorandum on the improvement of the business climate, through the reduction or streamlining of administrative procedures for enterprises' authorization, reads a release.
The memorandum stipulates the reduction of over 20 authorization procedures and the generalization of tacit authorization implementation for the fulfillment of the commitments taken by Romania within the National Reforms Program 2008-2010 (PNR) respectively the Plan of additional actions for the enforcement of the National Reform Plan 2008-2009, as answer to specific recommendations on Romania made by the European Commission in the strategic Report on 2007 and 2008 referring to the enhancement of the business climate.
The Ministry of Small and Medium-Sized Enterprises, Trade and Environment pursued in 2008 the enforcement of the two actions, namely it identified with the relevant ministries as many as 21 authorizations that can be removed and promoted the draft emergency ordinance on the modification and completion of the emergency ordinance 27/2003 on the tacit authorization procedure. The change of the governmental formula did not allow the approval of the calendar of reduction of identified authorization procedures and of draft emergency ordinance within the set deadline.
Therefore, in the implementation Report of the National Reform Plan on 2008 progress could not be mentioned in the implementation of these actions. The European Affairs Department is the national coordinator of the implementation of the National Reform Plan and, in this context, it should pursue the continuous improvement of the business climate as factor in the encouragement of the entrepreneurial spirit.
In the upcoming period, stepping up the national steps is necessary with a view to fixing the shortcomings mentioned by the European Commission following the assessment of the Report of implementation of the National Reform Plan on 2008, which mentioned a delay of implementation of the two actions. The memorandum approved on Wednesday is an important step in the utilization of the European 'Think Small First' principle in the promotion of regulations more favourable to the development of enterprises, reads the Government's release.
'The Administration should no longer consider enterprises a source of income, but an engine of development, therefore it has to approach the assessment of regulations en force and draw up new normative acts from the enterprises' outlook,' reds the aforementioned source.
The adopted measures focus on the improvement of the access to the market of enterprises through the use of streamlined procedures, support of implementation of Services Directive 2006/123, considering that 21 procedures of authorizations registered in 2008 refer to the administrative simplifications requested by the directive, respectively for some activities from the constructions field, electricity and natural gas, wine growing, transport, tourism, development of e-governing services at the level of the entire administration as effect of tacit implementation.
