The current pollution tax for cars will be maintained unchanged through 2009, but will be completely revised in 2010, Dan Carlan, secretary of state with the Ministry of Environment , said.
„The public must know what is going to happen. We will submit a new tax calculation formula to the Government, that will go through Parliament and not adopted through Emergency Ordinance. It will follow the normal parliamentary procedures and will be applied as of January 1st, 2010," Carlan said.
According to Carlan, an European-style formula is one observing the principle „polluter pays”."We have been accused that , by imposing an annual tax, we punish those who have very old cars. But the present tax also contains a form of discrimination, because it punishes only those who are registering their cars now," Carlan underscored.
He believes that the new tax, to be applied as of 2010, will have to serve the purpose it was set for, which is environment protection.
As regards the proposals of the Romania's Automotive Manufacturers and Importers Association, or APIA, the expansion of the 'Junk Car' program to companies and the commercial vehicle segment, Carlan said these were ideas worth considering, and , depending on what happens in the first part of the year, "we will know how to react." The first registration tax for cars was first introduced on January 1st, 2007, then modified several times.
