Romania's national dailies of Thursday give wide coverage to an ongoing public debate on the pressure put by other state powers on the judiciary to bear; the Government's latest measures to stop public money waste; discussions of the economic situation in Romania following the recent arrangement for external financing, and to the positions of the political parties on the main topical themes for discussion.
 
All of today's papers carry a document issued in preparation for yesterday's visit to Romania of Austria's foreign ministry in which it is alleged that Romanian President Traian Basescu would have put high pressure to have the reform of the country's judiciary carried out, and he would have called all the justice executives to meet him, asking them, among other, for the head of ex-Prime Minister Adrian Nastase, who is currently standing accused of corruption.
 
The papers mention that Adrian Nastase's response to the allegations was prompt and he said that the allegations confirm the political subordination of the judiciary.Evenimentul zilei reports that Nastase have told the RTV national television channel that the document said to have been issued by the Austrian Embassy in Bucharest confirms once again his conviction that Traian Basescu is behind the corruption files drawn up on him by the National Anti-Corruption Directorate (DNA).
 
Jurnalul national quotes Nastase as saying the Austrian document indicates how much evil Basescu's political vendetta can do.Evenimentul zilei quotes him in the headlines as saying it is clear that Basescu is behind the files drawn on him.

The papers remark that the now opposition National Liberal Party (PNL) is reorganising itself after the party's congress of one week ago, when Crin Antonescu was elected the new PNL chief.Ziua notes that Florin Alexandru Alexe and Adrian Staf will most likely compose the leading team of the PNL youth for the next two years, at the election scheduled for Saturday at the Parliament Palace in Bucharest, as part of the National Liberal Youth Congress, expected to be attended by 569 delegates.
 
Four months after the election, the Social Democratic Party (PSD), a partner in the ruling coalition, and the opposition Hungarian Democratic Union of Romania (UDMR) have regained their vocation of parliamentary allies, the papers remark.
 
The reason for the two parties closing ranks is to provide support to PSD's Nastase's initiative to have the date for this year's presidential election established under law in order to avoid the presidential election overlapping other elections.Evenimentul zilei remarks that left aside, the Democratic Liberal Party (PD-L), PSD's partner in the two-party ruling coalition, is reproaching PSD for attempting to stir up the public opinion for the sake of doing it.
 
Ziua carries a statement by Prime Minister Emil Boc that it is a decent thing for nobody to benefit from two Government financial aids, as an explanation for his campaign against public money wasting. The public money, said Boc, must be well managed, particularly in this time of crisis. This was Boc's argument when issuing an ordinance under which the public employees are forbidden from simultaneously drawing a pension and a wage.
 
The ordinance is said to have triggered the dissatisfaction of the public employees, with teachers, doctors and artists protesting against this measure, which they say is condemning them to poverty.Gandul quotes Prime Minister Boc as calling for solidarity contributions from public employees to the size of 90 percent of the difference between the President's pay of RON 8,000 (nearly 2,000 euros) and the actual wage.
 
Ziua reports that Governor of the National Bank of Romania Mugur Isarescu on Wednesday met the Parliament's leading boards to discuss the economic situation in Romania. He explained that the external financing arrangement will compensate for what he called a 'lesser generosity' of the private capital. He explained that the money to come from international financial institutions will also be used to keep Romania's economic growth going and secure the country's macroeconomic stability.
 
Senate Chairman Mircea Geoana is quoted as having said after the meeting of Parliament's leading boards with Governor Isarescu that the MPs having attended the discussions pointed out that the rebuilding of confidence in the Romanian economy is an important element in overcoming excessive panic or ungrounded pessimism.
 
Gandul quotes Governor Isarescu as having told the meeting with Parliament's leading members that Romania needs the money from the International Monetray Fund (IMF) to compensate for a lesser generosity of the private capital to Romania. The paper also quotes ex-Finance Minister Varujan Vosganian, currently the chair of the Senate's Economic Committee, as voicing a diverging opinion on the destination of the IMF funds.
 
He argued that the arrangement concluded by the Romanian Government with the IMF is only to secure a loan to cover the Government deficit, and the money is in no way meant for the private sector. The paper quotes Isarescu in one of its headlines as saying Romania needed the conditions requested by the IMF, while Adevarul quotes the governor as saying the Romanian economy will recover after April.
 
The papers remark that on Wednesday a ministerial order came into force under which a 10-percent cut in the prices for imported drugs was ordered. Evenimentul zilei remarks that the most spectacular price cut was recorded in the prices for infertility dugs, and significant price decreases were also recorded in heart drugs (nitroglycerines, anti-hypertension and anti-cholesterol drugs) as well as for antibiotics and painkillers.
 
Nonetheless, the prices for Romanian drugs got higher by 6 percent on the average.Evenimentul zilei remarks that drugs distributors are opening the gates to their deposits, and Evenimentul zilei remarks that prices for imported drugs are now 10 percent smaller then before, on the average.
 
Most of the papers inform that the Senate on Wednesday approved the Government's emergency ordinance on the public funding of the weatherproofing of blocks of flats.The ordinance covers the thermal insulation of the blocks built between the 1950s and the 1990s.
Under the ordinance, the homeowners can weatherproof their flats on public money, more precisely the funds will be covered 50 percent by public subsidies to the Development Ministry, within the limits of the annual budget of the ministry.
 
Cotidianul remarks that the Senate okayed the Government-subsidised weatherproofing of blocks.The defeat of Romania's football team in the 2010 World Cup qualifier against Serbia's, played on March 29, was fatal to Romanian selector Victor Piturca. The papers quote some sources as saying that retired football star Gheorghe Hagi will become the next coach of the team in some days' time.
 
The Hagi option, the papers argue, is the handiest to the Romanian Football Federation, including as far as the financial aspects are concerned.Jurnalul national headlines that Hagi will take over the helm, while Cotidianul quotes in one of its headlines Piturca as saying he will not resign and that nothing special happened, and the hopes dies last. Gazeta Sporturilor covers the issue under the headline 'Secret plan'.
