Romania playing host to seminar on financial sanctions against terrorism

Romania  is playingst, April  1 and  2, to a sub-regional seminar on the juridical implications of the US Security Council resolution on financial sanctions against terrorism, the first such event designed to seek the best practices for the implementation of financial sanctions against terrorism in Central and South-Eastern Europe.
 
The Romanian Foreign Ministry (MAE) reports in a press release issued on Tuesday that the seminar is for executive officials of the relevant departments of foreign ministries, finance ministries and  central banks  from  Albania,  Armenia,  Austria,  Azerbaijan,  Belarus,  Bosnia -Herzegovina, Bulgaria, Croatia, the Czech Republic, Georgia, Greece, Hungary, Former Yugoslav Republic of Macedonia, Moldova , Montenegro, Poland, Romania,  the  Russian Federation, Serbia, Slovakia, Slovenia, Turkey and Ukraine.
 
'Rightly implementing the financial sanctions  is essential to the world efforts to combat terrorism. Moreover, such kind of individualised sanctions entails substantial obligations on both the public  and the  private  sectors.  That is  why it  is  important for  all the  players  involved  in the implementation process know correctly their responsibilities,' reads the MAE release.
 
During the two-day seminar, the participants will be introduced international and European standards for the implementation of sanctioning regimes against terrorism, particularly the freezing of funds and economic resources, as well as the conclusions of a technical assistance mission of the United Nations Office on Drugs and Crime concerning the implementation at a national level of the universal legal framework for combating terrorism.
 
The participants will also have the opportunity to discuss specific legislative requirements for the implementation of international sanctions, as well as the methods at the disposal of states for national application. Moreover, the implication of the human rights in the process of implementing individualised sanctions will also be discussed.
 
The seminar will include a roundtable conference on experiences  with the  implementation  of  national  legislation concerning  individualised financial sanctions to combat terrorism, with the participation of the invited states. National and international experts will share their relevant national, intergovernmental or academic experiences.
 
Besides experts of the United Nations and the Council of Europe, there will also be lecturers from the European Union attending with the aim of disseminating the EU standards in this field in South-East Europe and helping EU aspiring candidate get to know the specific EU requirements in this field, in an informal framework.
 
Moreover, the format of the seminar, comprising EU and other states, is thought to facilitate an exchange and transfer of expertise and good practices among states that are at different stages of national implementation of European and international standards of the field under discussion.
