Romanian President Traian Basescu on Sunday, before leaving for Prague at the EU-US Summit said that the transatlantic relation is a "strategic one and has to be supported and developed."
"The main goal of the meeting is to reinvigorate the EU-US relation", President Basescu said, adding that this idea unfolds "in keeping with Romania's effort to prove that the transatlantic relation must be supported and developed."
"We would be very satisfied if an EU-US strategic partnership resulted from these actions," the head of state said.
Basescu enumerated the topics to be discussed in Prague. "The main theme for discussion will be the economic and financial issue. In the G20 Summit there were different approaches used by the EU and the USA in the matter.
Romania has adopted the EU stand to efficiently use financial resources; pumping resources into banks, without them being cleaned from the toxic assets, is not an option," he explained, adding that Romania went through such an experience in the 1990s.
Another issue to be discussed is related to climate change, given that the US is one of the economic powers that has not ratified the Kyoto Protocol. However, there seems to be an ambitious project of the US, to change its discourse on the matter.
"There seems to be an intention of the American administration, to implement a program aimed at limiting emissions," given that the EU "has ambitious but costly goals." The intention to secure 20% of the necessary energy from renewable sources by 2020, which can be quite costly, can place the Union at a disadvantage on international markets.
That is why, the President explained, "a key-element in the EU-US talks is the implementation of similar programs so in the future we should have a competition unlikely to disadvantage the EU economies." Energy security will also be approached, as "an extremely important issue for the US and the EU."
Security matters in the Middle East, alongside nuclear proliferation will also be discussed. As regards the relation with Iran, Basescu supported the European idea of a diplomatic approach of the relation with this country, mentioning the need for efficient measures, aimed to stop the proliferation of nuclear weapons.
As regards the situation in Afghanistan and Pakistan, the head of state believes that "it will have completely different nuances than those discussed at the NATO Summit. To clarify any questions why this NATO summit linked Afghanistan to Pakistan, Basescu explained that analyses show that two thirds of the insurgents' and Al-Qaida's attacks are launched on Pakistani territory. That's why the Afghan issue cannot be approached separately," Basescu explained.
The Romanian president pointed out that Pakistan is a NATO ally in the fight against AlQaida and the Afghan insurgents. Moreover, Basescu dos not rule out the possibility of approaching the Guantanamo issue, mentioning that "the US will probably ask for support in resolving the situation" of the American prison.
Just before leaving for Prague, Basescu said that a solid partnership between the US and EU is about to be signed, which Romania has constantly supported irrespective of the problems approached.
President Traian Basescu on Sunday in Prague is attending an informal meeting of the EU heads of state and government with the US president Barack Obama. Romanian Foreign Minister Cristian Diaconescu is also attending the meeting.
