German expertise acquired by Romanian Immigration Office

Romanian Immigration Office (ORI) benefited for 18 months of German expertise based on a project of enhancing the implementation capacity in the field of specific management procedures applied in the case of foreigners living in Romania and of the reduction of the illegal migration, as well as the improvement of the process of integration of the refugees in the Romanian society, in line with the European standards.
Conclusion conference of the institutional twinning project "Continuation of development of asylum and migration systems in Romania", run by ORI and the German Federal Office for Migration and Refugees – BAMF took place on Tuesday, in the presence of the project leaders of the two institutions, who informed about the means of implementation of this programme and about the importance of institutional development and legislation harmonization with the community acquis in view to prepare the Romanian authorities to integrate into the common EU asylum and migration system.
According to the head of the Department for Migration Policies and International Cooperation (DPMCI), Chief commissioner Niculae Dinu, throughout those 18 months of project implementation the main activities were focused on revising the national legislation and of the procedures in the field of migration and asylum, ORI staff professional training, running a campaign of rendering the population aware of the problems with which the refugees in Romania are confronted with, the creation of a functional system of emergency situations management and improvement of relations between the administration staff and the public.
In his turn, German project leader Claudia Kurschat emphasized, among others, the experience accumulated by ORI officers in Germany during some missions of refugees' return on board of international flights, as well as the fact that ORI is the first department with the Ministry of Administration and Interior (MAI), alongside the Ministry of Communications, to have till next weekend an on-line Internet page, also accessible to handicapped people.
The project in the value of 1,200,000 euros concludes the series of PHARE projects in the field of asylum and migration. The planned activities, launched in October 2007 and run till the end of April, complete the gradual progress made by Romania in this field.
At present, a number of 54,000 citizens from outside the EU space and almost 24,000 citizens originating from the EU member states live in Romania. Compared to the similar period last year, the data reveal an increase of almost 13,000 in the number of citizens of other states present in Romania.

They are in Romania as family members of Romanian citizens (16,500), for studies – 11,000, employment – 9,500, family reunification – 3,700, or to run commercial activities – 2,300. Currently, 4,600 foreign citizens have received permanent resident status in Romania. ORI has five opened centers, one in Bucharest and four in the territory and two closed centers, in Bucharest and Arad (west), where tracked down illegal citizens are sheltered.
