Romania's national dailies of Friday give coverage to the country's agreement with the International Monetary Fund (IMF) and the Budget amendments having been approved under an emergency ordinance; the parties having submitted to the Central Electoral Bureau the lists of their candidates in the European election; the teaching staff being sparred redundancies; the flat corporate tax to be applied according to a formula negotiated with the business environment; slow VAT refunding making multinationals flee Romania for other countries in the region.
 
Ziarul financiar remarks that the Social Democratic Party (PSD), a partner in the two-party ruling coalition, has won more concession after reproaching their fellow Democratic-Liberal Party (PD-L) of wanting to amend the Budget at the expense of the ministries headed by PSD members.
 
The paper also notes that the opposition National Liberal Party (PNL) is claiming that the letter of intent of the Romanian Government to the International Monetary Fund (IMF) was penned by the National Bank of Romania (BNR), instead of the Government.
 
Curierul national reports that the Government emergency ordinance implementing the agreement with the International Monetary Fund and the World Bank will be discussed by the Government on Saturday, and Prime Minister Emil Boc will come before a joint session of the standing bureaus of Parliament on Tuesday, April 14, to defend the ordinance, as announced by the Chamber of Deputies Speaker Roberta Anastase.
 
Romania libera remarks that nine Romanian parties – four parliamentary and five extra-parliamentary – and three non-affiliated candidates are vying for 33 MEP seats in this June's European election, according to the candidatures submitted to the Central Electoral Bureau (BEC) within the deadline.
 
Evenimentul zilei notes that the last day of the submission of the candidatures witnessed a huge surprise: former head of the National Anti-Drugs Agency, controversial police officer Pavel Abraham joined the race. Abraham was pensioned off late last year upon the request of the then Interior Minister Cristian David of PNL.
Along time, Abraham's name was tied to many lawbreakers, including tax dodger Zaher Iskandarani and leader of the Romany mafia Fane Capatana.
 
Ziua focuses on the intention of Prince Radu Hohenzollern-Veringen-Duda to run for Romania's President this year, calling him a hasty actor, a pun on his trade before becoming a prince and on the name of a famous Romanian song. The paper says Betsy Myers of US President Obama's election campaign will get involved in Duda's campaign.
 
Gardianul remarks that the PD-L and the PNL have displayed hostility at Duda's candidature.PSD and their election allies, the Conservative Party (PC), are not bothered by the candidature.
PNL honorary chairman Radu Campeanu is quoted as saying Prince Radu's intention to run for President is hazardous and voicing doubts over the prince's success.
 
Cotidianul remarks that after the PSD leaders on Wednesday accused their fellow PD-L leaders of hiding the reply letter of the IMF and of intending to cut only the appropriations for the ministries headed by Social Democrats, the coalition on Thursday reached a solution for the Budget amendment. Thus, PSD were assured that no redundancies will be performed among the teaching staff.
 
The paper carries a statement by Secretary General Simi Hancesu of the FSLI teachers' union federation in which the FSLI official says that if by miracle the Government paid out a 33-percent pay increase as from May 1 to the end of the year, the amounts involved would total RON 1.85 billion, Government costs included.
 
That, he explains, would be smaller than the value of the holiday vouchers, which are not paid to the teaching staff, and of holiday bonuses, which are not paid to the teachers either, but to police and justice workers and other public servants.
 
Gardianul remarks that the Finance Ministry will levy a flat corporate tax according to a formula agreed upon with the business environment.Finance Minister Gheorghe Pogea is quoted as saying that for a business turnover of up to 12,000 euros a flat 500 euro a year will be due, while for a turnover of between 12,000 and 50,000 euros the tax would be 1,000 euros.
 
The companies working on a profit will have to pay a 16-percent tax that should not be smaller than the limits of the turnover brackets where they are included. Cotidianul remarks that according to the flat corporate tax scale for zero production there will be a 500-euro tax.
Jurnalul national remarks that multinational companies are starting leaving Romania and relocating their business to Bulgaria or Hungary because of slow Value-Added Tax refunding.
 
The paper quotes Pricewaterhouse-Coopers Partner Daniel Anghel as saying many multinationals operating in Romania have relocated to Bulgaria and Hungary because the VAT refunding there is much quicker. Cotidianul notes that the companies are complaining that they are asked to produce tons of documents for the VAT refunding and the refunds are eventually delayed.
 
Curentul reports that the SIF5 Oltenia financial investment company on Thursday sold out its 22.85-percent stake in Automobile Craiova, in two transactions on the deal ring of the Bucharest Stock Exchange (BVB), to the US Ford Company for RON 75.25 million (18 million euros).The 4.329 million shares were sold for unit prices close to what the Government got when it sold out the majority stake in Automobile to Ford.
 
ProSport reports that Victor Piturca was dismissed on Thursday as the coach of Romania's national football team by the Executive Committee of the Romanian Football Federation for compromising Romania's 2010 World Cup qualifying campaign.
 
Piturca coached the national team of Romania for 62 matches, the last one being an away 2010 World Cup qualifier against Austria, which Romania lost 2-1.
During his two tenures at the helm of the national team, Piturca recorded 36 wins, 13 losses and 13 defeats, with 105 for goals and 46 against goals.
