Deputies are tabled fresh law on Danube Delta Biosphere Reserve

The chairwoman of the Commission for Public Administration, Land Planning and Ecological Balance, ex- Environment Minister Sulfina Barbu tabled the Chamber of Deputies a new draft law on the protection of the Danube Delta Biosphere Reserve (DDBR).
The draft act proposes the amendment and the completion of the Law No. 82/1993 on setting up of the DDBR. 'The Danube Delta Biosphere Reserve (DDBR) works based on the older law of 1993.
The Environment Standards are not observed, the locals are at disadvantage, and the mild sanctions tempt them into violating the law. The news draft bill corrects all this. The new proposal correlates the old law with the Government Emergency Ordinance 57/2007 on the regime of the protected natural areas and the Law No. 265/2006 on the environment protection.
We increased the contravention range and the fines and clarified the patrimony's state, the Reserve's management and gave the locals the exclusive right to capitalize the natural renewable resources,' said Sulfina Barbu.
The Reserve shall have the regime of the protected natural area, and is managed as an area of international importance, a site of the world natural patrimony, reads the proposition list. It is also planed to found the Scientific Council and the Advisory Management Council, playing an advisory role in making the decisions on the management of the natural heritage.
In line with the same context of changes, we want to introduce the obligation of drawing up the management plan in accordance with the provisions of the Emergency Ordinance No. 57/2007 regarding the regime of the protected natural areas, the conservation of the natural habitats, the flora and wild life as well as a tariff system for the individuals and the companies that benefit from specific services supplied in the Reserve's area.
The proposed new regulations also clarify the situation of the patrimony of the Reserve's Management, and the contraventions chapter lists new infringements, and fines grew.
The Danube Delta is Europe's largest wetlands, covering 2,681 sq km. In 1990 UNESCO listed the Danube Delta as a biosphere reserve.
It is considered an exotic place sheltering over 300 bird species, among which unique pelican colonies, and about 100 species of fishes, such as the Danube herrings and sturgeons, inter alia.
