President Traian Basescu, education trade unions representatives to meet again this month
15 aprilie 2009
President Traian Basescu announced Monday evening, following the meeting with representatives of the trade unions in education that he is going to meet them again till the end of April, to discuss a new legislative project on education the presidential commission is currently working on, as well as the legislative projects prepared by the Ministry of Education, Research and Innovation.
"The pleasant surprise was that no trade union denounced the signature put on the Strategy of reform of the education system.
That is why I propose to meet again till the end of this month, but after the Easter celebrations, when we can start discussions on a new legislation on education, project in which the Presidential commission headed by Professor Miclea is already engaged in and, at the same time, on the legislative projects prepared by the Ministry of Education, so that to find the best formula for the new legislative education package", said Basescu.
He underlined that the education system needs to be reformed, even though the parties at rule cannot respect the pledge linked to salary increases for the teaching staff.
"The main objective of the meeting was linked to an analysis of the possibility to continue the reform process in education, even under conditions in which the parties at rule cannot respect the assumed pledge on salary raises. I can tell you that from my standpoint it was a very pleasant surprise to see that the trade unions treat the problem of reform, of its need in the educational system in all seriousness", said Basescu.
He also stressed that another approached subject was research, underlining that, following the reduction of the financial resources allocated to education, the money has to be earmarked for research with accent on the projects with economic applicability.
"Research teams are engaged in such projects, which already reached certain stages and, especially, professors, teaching staff in general, also from abroad, and Romanians, where they teach, in universities abroad and those part of the research teams working here. I can give you an example, Magurele platform, which must not be left without financing, and also some other projects, with direct applicability in economy", said Basescu.
He pointed out that decentralization was also discussed during the meeting, in the context of some different approaches on the part of the representatives of administration and education trade unions. "I assumed the trade unions and representatives of administration can harmonize their positions, by organizing some joint debates to find a formula agreed by both sides", stated Basescu.
He added that the new law on public employees pay was also discussed, appreciating that till the end of this year it must be submitted to the Parliament.
"Till this year-end the new law on public employees pay must be in the Parliament, this being one of the obligations assumed by Romania within the agreement with the International Monetary Fund and with the European Union; these agreements are yet to be signed, are yet to be approved, but are part of our engagements, the law on public employees pay and the law on the public pension system in Romania", underscored the head of state.
He admitted that the amounts allocated to education are not at the level of those working in this system, but pointed out that the resources must be optimally used. "I understand the discontent of the trade unions over the cut in financial resources, allocated to education, and categorically I agree that due to the crisis the amounts are not at the level of expectations.
On the other hand, I expressed the standpoint that we must optimally use the resources the system is currently in possession of", said Basescu.
