The current stage of implementation of the recommendations made on the occasion of the latest audit missions by the European Commission (EC) and the measures adopted by the new heads of the Agency of Payment and Intervention in Agriculture (APIA) were the main issues analysed on Thursday in Brussels by the APIA managers and the EC relevant officials.
The main issues discussed during the meeting between APIA General Director Daniel Constantin, Deputy General Director for Audit with Dg AGRI Prosper De Winne and Audit Manager with DG AGRI Wolfganf Burtscher were related to the current stage of payments under the single area support scheme SAPS 2008, the application submission stage under the SAPS 2009 campaign and the restructuring of the Agency.
The APIA General Director Daniel Constantin also mentioned that, in the same time with the sustained effort to obey the deadlines and standard European procedures to make the payments, there were solved also some of the problems found at the latest audit missions.
Thus, there were solved such problems as double payments and there were simplified the payment procedures, with conventions being concluded for that purpose with the commercial banks.
Moreover, the Agency’s managers presented the measures adopted for the SAPS 2009 campaign, among which the launch of the tender for contracting remote sensing control services, with another priority being the rebuilding of the orto photo plans and the upgrading of the LPIS.
The General Director of APIA also underlined the restructuring of the Agency took into account also the EC recommendation to resize the departments depending on the work volume.
In the end of the meeting both parties convened the Action Plan assumed by the Agency should be monitored permanently, so that measures to be implemented by observing deadlines.
