The Government should envisage rapidly two measures: launch the First House programme, and the Ministry of Finance should restructure the short-term debt it has, by taking in reasonable, advantageous interest conditions a credit from the banks payable in two to three years, so that the money start circulating, on Tuesday night at B1Tv president Basescu said.

“The banks have euro surplus. If we don’t give them a solution to engross (the money – ed. note) with a reasonable interest rate, at around 5 percent in euro, these banks won’t keep those money endlessly, since we also have an interest for that money not to be pulled out the country”, the head of state said.

In his opinion, the solution would be that the one billion euros, available at the commercial banks, to be attracted with a lower interest by the Ministry of Finance, then sold to the National Bank (BNR) for RON (the Romanian currency).

“Why would we need such a thing? Practically, this money that are now available at the commercial banks is the money the BNR has released from its reserves.

It is a reserve which didn’t made the subject of the bank’s money. It belonged to the commercial banks.

This amount of money was covered with the money from the International Monetary Fund and could maintain the higher level of the BNR reserve, but the money from the IMF is to be paid back and it is vital that the money the BNR is releasing return to the central bank and this cannot take place but through the Ministry of Finance”, Basescu explained.
