Romania might be fined about 1 million euros for the delays in the Single Aid Payment Scheme (SAPS) 2008 programme, Agriculture Minister Ilie Sarbu said on Wednesday.
Big efforts have been made during the past three months and an important part of the money has been paid. The penalties might reach about 1 million euros, this year, Minister Sarbu said, adding that the EU Commission assessed that Romania’s penalties amounted to 13.9 million euros for the delays in the due payments in 2007.
The Agency for Payments and Interventions in Agriculture (APIA) paid 503.6 million euros to 1,018,102 farmers, which means 93.63 percent of the total number of 1,103,207, by June 30, 2009, money Romania has been allocated to finance the Single Aid Payment Scheme SAPS campaign in 2008.
APIA general director Daniel Constantin said the April estimates were exceeded and the penalties might be less in 2009 than in the previous years.
According to the EU regulations, June 30 is the deadline for the payments per ha for the applications lodged the year before. In case the payment delays exceed 4 percent of the EU subsidies, a gradual penalty is due for each month after, for the money exceeding the percentage.
