Mugur Isarescu, world’s longest serving central bank governor

Governor of the National Bank of Romania (BNR) Mugur Isarescu, 60, has served as governor for 19 years, setting the world record for the Longest Serving Central Bank Governor, the World Records Academy reported on Thursday.

As BNR governor, Isarescu has coordinated Romania’s economic policy since 1990, being considered by some the ‘hidden’ prime minister of the country.

Many credit the National Bank Isarescu’s team for saving Romania’s economy from a Bulgarian-type collapse, raising the national gold and Euro reserves beyond needs, cutting down inflation to single-digit figures and introducing the New Leu (RON), the Academy informs in a press release.

He is the only Romanian politician that is a member of the Trilateral Commission. He is also a member of the Club of Rome.

He was the prime minister of Romania between December 1999 and November 2000. Although he served only one year as prime minister, Isarescu is considered to have started the reform process, continued later by Adrian Nastase and Calin Popescu-Tariceanu.

In 1999, Mugur Isarescu, as prime minister, opened negotiations with the European Union, a process concluded in late 2004.

Mugur Isarescu is the author of numerous papers, articles and books on economics and winner of a number of prestigious awards including “Central Banker of the Year” (The Banker, 2002) and the “Economic Performance Award” (Top Business.)

Isarescu holds a PhD in Economics from the Academy of Economics, Bucharest, Romania awarded for a thesis on exchange rate policies.

Mugur Constantin Isarescu was born on August 1, 1949, at Dragasani, Valcea County. He is a 1971 graduate of the Bucharest Academy of Economics, and holds a PhD in Economics from the same academy.

He was senior researcher and head of research team with the Bucharest-based World Economics Institute (1971 – February 1990). He was a lecturer at the ASE in 1975-1989, professor at the West University of Timisoara, 1994-1996, and professor at ASE.

In February 1990 he joined the Romanian Ministry of Foreign Affairs and was appointed second secretary with the Romanian Embassy in Washington (March-September 1990) in charge with Romania’s relations with the World Bank and the International Monetary Fund.

After his appointment as general governor and chairman of the National Bank of Romania on September 4, 1990, he was appointed Governor for Romania at the International Monetary Fund’s Council of Governors, Deputy Governor for Romania at the World Bank’s Council of Governors and the European Bank for Reconstruction and Development’s Council of Governors, and also director of the Romanian Academy’s Costin Murgescu Institute of World Economics.

He was Romania’s prime minister December 22, 1999 – December 28, 2000. He ran as an independent candidate in the November 26, 2000 presidential election, coming in fourth in the first ballot with 9.54 percent of the vote, behind Ion Iliescu, Corne liu Vadim Tudor and Theodor Stolojan.

On June 1, 2005, he introduced the New Leu (RON), after liberalising the capital accounts.

He has been an active advocate of bank safety and loan interest policies.

He has published more than 21 specialist studies. He also initiated important cultural sponsorships, equipping various libraries and editing a highly valuable collection of bank and finance books.

Under a personal initiative, he had the 17th century Horezu Monastery refurbished.

He is the only Romanian politician that is a member of the Trilateral Commission, founded by David Rockefeller.

In May 1998 he became the Deputy Chairman of the Club of Balkan Central Bank Governors, the Black Sea and Central Asia area. On November 17, 1999, he was re-elected Chairman of the Romanian Association of the Club of Rome.

He is also chairman of the Romanian Chess Association; an honorary member of the Forex Club of Romanian Forex and Monetary Dealers, since September 1998; a founding member of the Romanian Economics Society.

Isarescu is the recipient of many orders, titles and awards, including Brazil’s ‘South Cross’, in 1999 and 2000; ‘Romania’s Star’ National Order in 2001, “Central Banker of the Year” (The Banker, 2002).

He is also the recipient of honorary doctorates from the Craiova University (October 2003); the Pitesti University (December 2006); the George Bacovia University of Bacau (August 2007); the Babes-Bolyai University of Cluj-Napoca (February 2009) and the Al. I. Cuza University of Iasi (May 13, 2009).

In June 2007 he was made an honorary citizen of the city of Sibiu.

Romania’s President Traian Basescu bestowed on him an ‘Industrial and Commercial Merit’ Order in the rank of Grand Officer for ‘the most spectacular time of growth after WWII,’ on February 2, 2007, when the entire BNR Administration Board was decorated.

He was made a permanent member of the Romanian Academy in 2006.
