This statement was made after, last week, Romania’s Consul in Cernauti Tatiana Popa announced at the end of a meeting with the Governor of Cernauti region that Ukraine and Romania are to sign shortly the Agreement on the small border traffic.
“In the last period negotiations on the bilateral agreement ruling the small border traffic failed to solve the main pending aspects. They refer to the length of stay, proposed by the Romanian side based on community rules at 90 days, not being limited to half of the year and the needed framework for the application of this accord – the approval by the Ukrainian side of the setting up of consular offices in Ujgorod and Solotvino”, pointed out Alin Serbanescu.
He said that the Romanian side is fully available to finalize and sign the accord, “under conditions of the inclusion of the European rules in the matter of the length of stay and with the minimal application instruments, in the sense to secure the requests processing capacity”.
“The exact message conveyed by Romania’s Consul General in Cernauti to the State Regional Administration was the following: the Consul voiced the hope that, soon, the Ukrainian and Romanian sides will finalize the Agreement on small border traffic, a legal document allowing the expansion of European level relations to those between our countries and underlined that more important than the signing of the document is the creation of the necessary conditions for an implementation of the accord”, underscored Alin Serbanescu.
Based on the small border traffic agreement, citizens close to the Romanian-Ukrainian border would no longer need visas, traveling on the basis of a local small border traffic permit, valid for at least one year, which would allow them to freely move within a well delimitated border zone.
According to the European regulations, Romania can conclude with the neighboring states, which are not European Union members – Serbia, Republic of Moldova and Ukraine -, such bilateral agreements.
Romania also proposed to the Republic of Moldova and to Serbia such accords, but the talks with Ukraine are the most advanced, just waiting for the European Commission assent.
The Republic of Moldova is conditioning the conclusion of this accord by the signing of the basic treaty and Serbia has yet to offer an answer to Romania’s proposal.
Romania sent to Ukraine the draft of the framework agreement on the small border traffic in March 2008.
