‘During the 45 days, as the interim lasts, the prime minister will have to seek formulas to secure a parliamentary majority so that he may go before Parliament with a new Government when he thinks fit. I hope the process will take less than 45 days,’ said Basescu.
The President argued that in the period immediately ahead, one of the fundamental obligations of the Cabinet is to test the existing capability of cutting costs in the central apparatus, given that now there is no more excuse for negotiations between the two parties making up the ruling coalition.
He pointed out that although there is ‘massive retrenchment’ of the number of ministers and other staff working at the offices of ministers and state secretaries, the Government is actually in full capacity of action, as far as the Constitution is concerned, both in terms of issuing Government decisions, emergency ordinances or draft laws, and in terms of being able to assume responsibility.
‘The management of the Budget’s financial resources is in no way affected. I would kindly ask you to notice the difference between a resigning Cabinet, which has a restricted freedom of exercise, and a Government that can be defeated by passing a motion of censure, which also has a limited freedom of action. Currently, the Romanian Government has full freedom of action, as provided for under the country’s Constitution,’ said the President.
Basescu underscored that he does not want to pass judgement now on political action, but what happened is no good thing, yet the situation is ‘categorically far from being of extreme difficulty in which the Government would be unable to function’.
