President Traian Basescu is infringing the Constitution by ignoring the parties’ formed majority in the Parliament as regards the naming of a Prime Minister, the former head of state, Ion Iliescu, Honorary President of the Social Democratic Party (PSD), told AGERPRES on Thursday evening.
According to him, “Traian Basescu is making some mean calculation in the aim to control the organization and run of the presidential elections”. The former head of state reminded which is the constitutional procedures, according to which the governments are designated after the fall of the communist regime.
“If we attentively read the Constitution the articles on the designation of a candidate for the Premiership, the President truly has this constitutional prerogative – to designate a candidate for the PM office, but based on consultations with the political parties. In the case a party holds a majority in the Parliament there is no need for such consultations because this party submits a proposal to be voted in the Parliament.
Otherwise, the President has to consult the parliamentary parties. Why? Because prior to designate someone, he has to be certain that the respective proposal has chances to be passed by the Parliament. Or he (Basescu – editor’s note) ignores this provision and thinks that this prerogative is his to arbitrate, and that he can designate anyone he wishes.
Therefore, consultation with the parties is a formal move and he can dismiss the political parties’ opinion. This is the mistake Mr. Basescu currently makes”, maintained PSD Honorary President.
Ion Iliescu said that such a behavior is “anti-democratic” and contrary to the country’s needs to exit the crisis. “In fact, what Mr. Basescu is doing now, instead of finding out a fast solution for leaving the crisis behind, does nothing but prolongs it”, said the social democrat leader.
