Romania cannot keep on squandering money by discretionary appropriations at the mere request of applicants, says AOAR.
AOAR considers that the time has come for Romania to have a multi-annual budget plan as a guarantee of stability and predictability of the business milieu, based in the first place on the predictability of the tax system.
In the opinion of AOAR members, a public debate on a multi-annual budget blueprint would help reduce the negative effects of political disputes and the narrow action scope of an ousted government.
The public debate, even in the temporary absence of parliamentary debate, can be a first democratic exercise in planning public money spending on public policies the Romanian society and the business milieu need, said AOAR.
The Association also considers that a realistic multi-annual budget proposal can send a positive signal to Romania’s foreign finance providers, offsetting major uncertainties induced by political rivalries.
In this context, AOAR reminds the government and political party representatives of the commitment assumed under the National Convergence Program, that the switch to the euro would take place on January 1, 2015, which means that Romania should be able to join the European Exchange Rate Mechanism (ERM II) on January 1, 2012.
According to AOAR, the adoption of the euro is a major prerequisite for the stability of the Romanian economic and investment environment, a goal that requires the national budget planning mechanism to be reconsidered and reformed.
