“Today, at 14 hours, I shall meet the leaders of the parliamentary parties, the leader of the national minorities included, in Parliament. I shall convey a message there. The main message I shall convey is the current economic and financial situation, I shall inform of the current stage of Romania’s pledges with the official and private financiers and shall say what measures have to be taken for us to avoid significant delays or possible interruptions in Romania’s foreign financing.
It is no secret, anybody can calculate if he or she considers the budget draft for this year. Romania needs about 3.5 billion euros equivalent in the next two and a half moths to finance its expenses,” said Lucian Croitoru in a press statement made at the Victoria Palace.
According to him, “this is no simple matter for a short span of time, only two and a half months.”
“It is a short time span if you consider the sum of money, especially as Romania is through a political crisis too. Essentially what I am going to tell the parties is that, given the sum of 3.5 billion lei euros equivalent, an appropriate strategy is needed to find this money in the next two and a half months, either from domestic sources or from foreign sources, either public or private ones.
This money is necessary, strictly necessary, to finance the expenses of the Romanian State and, implicitly, to cover the deficit within the limits I have mentioned,” explained Lucian Croitoru.
He made it clear that he would make full use of the 10 days stipulated by the Constitution for presenting the list of the Government and finding the necessary majority in Parliament.
“The Constitution offers 10 days for this, I intend to use them up. I have thought why the Constitution offered 10 days to a premier designate. As it is a difficult enough thing and, in its wisdom, the Constitution put it at 10 days. Sometimes it may be too long, some other times it may be too short a time, I am going to use them up,” said the Premier Designate.
Lucian Croitoru also informed that he had updated the economic and financial situation of Romania with a number of experts, with some of them he even talked about the possibility for them to hold a position in the Government and some of them refused to accept such a possibility.
“I have updated the economic and financial situation of Romania. I have done it this time not with the people that deal with this country’s finance every day, I have done it with prestigious analysts and finance experts I have come to know in various situations, with whom I have worked together,” said Croitoru.
He mentioned Laurian Lungu, a prestigious economist, Aurel Dochia, who boasts banking but also business experience in Romania, Maria Fugaru, who worked with the World Bank and for Romania’s Government and the National Bank, Valentin Lazea, the chief economist of the National Bank of Romania, Lucian Albu, manager of the Prognosis Institute, Gheorghe Oprescu, former head of the Competition Office.
“I have examined these figures with people who may also have another outlook, different from the insider’s one,” said the Premier Designate.
On the other hand Lucian Croitoru specified the fact that he had also talked with some of these experts about the possibility to take over portfolios in the future Government.
“I have also talked with some of them about the possibility for them to hold a position in the government I am doing my best to create. Some of them declined the possibility to accept a possible invitation,” said the Premier Designate.
But he refused to make public the names of the people to whom he proposed positions in his Government. “I do not want to mention these names now, it is my policy not to say anything,” added Lucian Croitoru.
The Premier Designate said that, depending on the result of the talks he will hold on Tuesday with the other parliamentary parties, except for the Democratic Liberal Party (PD-L), with which he had a first meeting on Monday, he would resume negotiations for creating the Government.
“Depending on the result I shall get today in the talks with the other parliamentary parties, I shall come back and resume negotiations, first with PD-L and, depending in what will happen today, with the other parties too,” said Lucian Croitoru.
