Joint plenary meeting meant to reconfirm support for Johannis

The two chambers of Parliament will convene on Wednesday, starting at 8:45 am, in a joint plenary meeting whose agenda will feature a political statement of the parliamentary majority with a view to reconfirming the support given to Klaus Johannis for the position of premier.

“The standing bureaus of the two chambers of Parliament realized they cannot go without reacting to the political situation in Romania at this time and this is why we have decided by a majority of votes [parliamentarians of the Democratic Liberal Party voted against] that on Wednesday, at 8:45 am, we should have a joint plenary meeting …

We shall include on the agenda a declaration, a political document that should reconfirm the support by the majority to Mr Klaus Johannis,” said secretary of the Chamber of Deputies Mihai Voicu, of the National Liberal Party (PNL), at the end of the meeting of the two bureaus of the Chamber of Deputies and the Senate on Tuesday.

The PNL deputy insisted on making it clear that the joint plenary meeting of the two chambers had an article of the regulations as a basis, an article that reads that “Parliament is allowed to adopt documents and decisions of an exclusively political character.”
Mihai Voicu said that, once the political document of most parliamentarians is adopted, it became “public, official” and was to be sent to all institutions, the Presidential Administration included.

When asked if the President can be forced, through this political document, to consider the proposal made by the parliamentary majority for the position of prime minister, Mihai Voicu replied that it was only the Constitutional Court of Romania (CCR) that was able to interpret the effects of a political document.

“It is only CCR that can decide whether this political document of most parliamentarian has a legal effect, whether it can force the President to consider the proposal made by the majority. I cannot declare in favour or against it. In my opinion, it has such a legal effect and it also has a substantial political effect, but it is only CCR that can discern among the various interpretations,” concluded Voicu.
