The document, co-sponsored by 75 states, will be submitted for approval to the General Assembly in December 2009.
Starting 1998, Romania and Germany, as co-sponsors, presented this resolution in a traditional biannual cycle in the UN system, in the UN General Assembly First Committee.
This resolution main provisions include: the request addressed to the UN member states to convey each year, by April 30, to the UN Secretary General, information on the military spending in the past fiscal year, as well as the commitment to implement a series of recommendations referring to objective information on military matters. The final objective is to lay the basis of a transparent system aimed at backing the creation and consolidation of a climate of trust between the international community members.
A novelty for the resolution this year is represented by the impetus given to the involvement of the member states in the process of upgrading the standardized reporting system of the UN. The states are encouraged to also present their standpoints on the eventual modifications to the functioning of the standard instrument of reporting.
