“Given Romania’s assumed obligations, based on the agreements with the International Monetary Fund, the European Commission and the World Bank, as well as taking into account the economic, social and political crisis situation, Romania’s Parliament, reunited in joint sitting on Nov. 4, based on Art. 67 of the Constitution and Art. 1,22 of the Rules of the Chamber and the Senate joint meetings, adopts the present decision: It urges Romania’s Government to convey in the shortest time possible, to Parliament, through derogation from the provisions of Art. 29 paragraph 3 of Law No. 90/2001, the draft of the State Budget and of the Social Insurance Budget in order to be debated and adopted”, says the decision.
PSD deputy Valeriu Zgonea explained that this decision is “a signal” the Parliament gives to the citizens “as a reaction to the accusations, pressures and political games that, in case we fail to vote Croitoru Government, we risk not to have a 2010 budget”. He said that the Parliament must adopt a decision to ask the Government, “irrespective its name, to come up in time with a draft budget, so that Romania can meet its international pledges”.
“There is this possibility, not forbidden by the Constitution, the organic law allows the Government, even a caretaker one, to send this draft law to the Parliament”, stressed Zgonea.
