Senate obliges ANCEX to deny export licences for embargo-breaching weaponry

The Senate on Tuesday passed a draft law under which the National Export Control Agency (ANCEX) could be placed under the obligation to deny issuing licences for international trade in weaponry when doing so would runs contrary to Romania’s commitments to the embargoes imposed by the UN, the European Union or the Organization for Security and Co-operation in Europe (OSCE).

Under the same draft law, initiated by the Government and approved by the Senate’s Defence Committee, ANCEX shall deny such licences only with approval from the Inter-ministerial Council.

The Senate approved in a plenary sitting, 73 to 1, the draft law amending Article 28(1) of the Government Emergency Ordinance concerning a regime for the control of export, imports and other operations with military items. The Chamber of Deputies has a decision-making power over the draft. ANCEX is Romania’s national authority in the area of control of export of dual-use items, as well as export and import of military items.
