The Romanian official is invited to open the ESDF works as a main speaker, to deliver a lecture on the NATO’s New Strategic Concept. The event is organised by Chatham House and Finmeccanica, and its agenda emphasizes the current threats and challenges to the international security and the possible solutions to manage the present security environment and the international crises.
Likewise, on the occasion of his visit to London State Secretary Aurescu will participate in the official ceremony when President Traian Basescu is to decorate Professor James Crawford, a member of Romania’s team in the legal case of the Maritime Delimitation in the Black Sea, in front of the International Court of Justice. The ceremony is due at the London-based Romanian Cultural Institute.
The process of working out the New Strategic Concept started in September 2009, with its reflection stage. The deadline for the document to be finalized is the next NATO Summit due in Portugal, in the second half of 2010. The representative of the member states in the North Atlantic Council (NAC) will be permanently involved in the entire process.
The process’s objective of drawing up NATO’s New Strategic Concept is mentioned in the Declaration on the Alliance’s Security adopted by the NATO Summit in Strasbourg/Kehl, in April 2009 reading that the NATO member states are determined to reform the Alliance in order to improve its response to the current threats and its capacity of anticipating the future risks.
Romania actively participates in the reflection stage of the process shaping NATO’s New Strategic Concept. It is worth mentioning the series of public diplomatic events that the Center for Conflict Prevention and Early Waning, in cooperation with MAE, the Romanian Defence Ministry and the National Defence College organized over Sept. 21 – Oct. 23 with the support from NATO Public Diplomacy Division.
From Romania’s perspective, the process of drafting the New Strategic Concept is as important as the final result. Within the process, Romania will plead for the unequivocal reaffirmation of the collective defence and Art. 5 as NATO’s main responsibilities for updating and consolidating the Alliance’s basic tasks in the new Strategic Concept, namely security, deterrence and defence, consultation, crisis management and partnerships, along with the response to the new types of challenges, with and emphasis on the energy security and the missile technologies proliferation.
Romania would also like that the final New Strategic Concept included other important elements such as keeping NATO’s interest and the development of the cooperation with the partners in the Alliance’s and Romania’s immediate neighborhood, the Western Balkans, and the Black Sea extended area, as well as the consolidation of the NATO’s partnership network and the maintenance of the Alliance’s open door policy that have made an important contribution to strengthening Europe’s stability and security.
