“If he fails to pass Parliament, I must come up with a third Premier, but here we discuss the situation in which his government proposals are not voted. If he fails to receive the vote, I would come up with a third Premier, but I assure you that I am not going to expect my validation on December 21. Given the constitutional constraints, I cannot negotiate the President’s obligations. (…)
If this Government is rejected tomorrow by vote in the Parliament, I will immediately designate a third Premier”, said the head of state. He underlined it is important to have a legitimate Government during the economic crisis period, adding that he does not contemplate at this moment the possibility to dissolve the Parliament.
“I do not examine at this moment the possibility to dissolve the Parliament. If Negoita Government is rejected, I will designate another Premier”, explained Basescu.
He added that, theoretically, in case Negoita Government is rejected, and in case he is re¬elected president, he will have the possibility to dissolve the Parliament, but only after his validation as the head of state.
As well, Basescu voiced optimism that the Parliament will prove responsibility when Negoita Government is voted, reiterating that the state budget for the next year must be sent to the legislative and the fiscal responsibility bill must be adopted. “I want to warn publicly: Parliament is mistaken. Parliament has been busy toppling governments instead of being busy toppling the crisis, for instance”, said the President.
Referring to the expiration of some caretaker ministers’ mandates soon, the head of state pointed out: “Interim ministers cannot be further appointed in Boc Cabinet. The state secretaries will manage the respective ministries”.
