Thus, Crin Antonescu said he endorsed the law on public employees at it was outlined ever since 2005, so that only ministers and state secretaries should be nominated on political criteria, whereas the other employees should stand out through professionalism and not through political belonging.
Traian Basescu stressed that this year he criticized the Government when it adopted the Government Emergency Ordinance allowing the politisation of the state apparatus.
Regarding the educational system, Basescu said that the law on education expressly stipulates that school managers no longer should be party members, but Crin Antonescu said it is unconstitutional to ban a person to be member of a party.
Basescu reiterated support for the introduction of unicameral parliamentary system with fewer parliamentary seats and for the introduction of uninominal vote that will allow the second ranked in the college to enter Parliament.
Basescu resumed the idea according to which the establishment of SMEs (small end medium- sized enterprises) should be encouraged in the rural environment, for the processing of agricultural production.
Antonescu also said that if would become president he pleaded for the reduction of the flat tax and of VAT. Base scu said that in his programme he did not speak about fiscal relaxation, because this would be unrealistic, allowing for the deficit of the state budget of over 8 percent, but added that in 20011, if the economic growth would be resumed within high enough parameters, the possibility of reducing flat tax to 14 percent might be approached.
