NGO Pro Democratia Association announced on Friday it would try to monitor the whole electoral process on Nov. 22 and Dec. 6 by focusing its efforts mostly in those communities having been found at the previous ballots as posing a risk to electoral fairness.

Pro Democratia says the risk factors threatening the fairness of the first round of presidential election on Nov. 22 are the simultaneous organisation of the referendum on cutting Parliament to one chamber and the first round of the presidential polls in the same polling stations and by using the same stamps.
According to the NGO, other risk factors include the use of the special polling stations as a means for electoral fraud by repeated voting; the absence of a genuine campaign to inform the Romanians about the voting procedure. Over 1,400 Pro Democratia observers will be present in the polling stations in 30 counties and in Bucharest, the Association announced.
