According to the aforementioned source, the agreement establishes the principle of equal treatment for an employed coming from the other state with the citizens of the state in which he works and the principle of implementation of a sole legislation in the field of pensions for age limits, disability pensions and survivor’s pension.
The Agreement will also enforce the principle of cumulating the periods of insurance which a person had in Romania and Canada, meaning that the period worked in the two states will be cumulated when computing the pension, being therefore avoided, the risk of non-fulfillment of the requirements for having, in order to benefit from pension, a minimal period of contributions to a single system of social security, requirement which would be enforced in the absence of the Agreement.
An intergovernmental administrative Agreement will establish the detailed procedures of cooperation between the relevant authorities and institutions of Romania and Canada and will stipulate concrete ways for the implementation of the Social security agreement. In the second day of the working visit to Ottawa, on Thursday, state secretary for strategic affairs Bogdan Aurescu had consultations with Carmen Sylvain, assistant to Canadian foreign affairs minister, and with Louis Levesque, Deputy Minister for International Trade.
At the meeting with Carmen Sylvain, the Romanian State Secretary with the Ministry of Foreign Affairs Bogdan Aurescu reiterated Romania’s wish to strengthen relations with Canada, at political level and at economic level, allowing for the existence of very good traditional ties between Romania and Canada which celebrate this year 90 years of bilateral diplomatic relations. The two officials approached a range of concrete bilateral projects of collaboration, the Romanian officials emphasizing the importance paid by Romania to the lifting of visas imposed on Romanian nationals by Canada.
Carmen Sylvain appreciated the progress made by Romania in meeting the criteria required by the Canadian law, also adding that the Ministry was ready to continue, along with the other relevant Canadian authorities – the Ministry of Immigration, Citizenship and Multiculturalism – til this aim is accomplished.
The Secretary of State also presented the priorities of Romania related to the NATO New Strategic Concept, insisting on the need for a balance to exist between the forces to be used in the collective defense missions and the ones to be used in the expeditionary missions, between the Alliance’s operations on the global level and the attention to be paid to the situation of defense in the NATO neighbouring area, especially in the extended Black Sea region, between the classic and the new missions, meant to offer a credible answer to such challenges as energy safety or defense against cyber attacks.
Moreover, the parties agreed that the open-door policy of NATO should be maintained, for it brings undeniable benefits in terms of stability and regional security. There was also approached the necessity of reform and updating of the partnerships of the Alliance with the neighbouring states (Caucasus and Central Asia), such as the imperative of strengthening the NATO-EU partnership, including in the context of the close coming into force of the Treaty of Lisbon.
The two officials discussed about the situation in Afghanistan, in the context in which Romania and Canada both had important troops operating in the southern region of Afghanistan, which is considered to be one of the most difficult in terms of safety.
At the talks with Louis Levesque, the two underlined the special potential of the economic component of the bilateral relations between the two states, both in terms of trade exchanges and also while referring to the Canadian investments in Romania. The Secretary of State Bogdan Aurescu made a presentation in this context of the investment opportunities offered by Romania, especially in such fields as infrastructure, renewable energy, also advancing the proposal to organize in Bucharest in 2010 a Romanian-Canadian Business Forum.
The Romanian official informed the Canadian side on this occasion on the ratification by Romania of the bilateral agreements regarding the mutual protection of investments, signed in May this year, on the occasion of the visit to Romania of the Canadian Minister of Commerce Stockwell Day. There was also discussed the possibility of initiating concrete cooperation projects on the local level, between the Constanta and the Halifax ports.
