He also said that the atmosphere during the first round of the elections was calm, although he did notice the huge lines at the special polling stations, with doors shut before everybody waiting had a chance to vote. The OSCE office for Democratic Institutions and Human Rights (ODIHR) sent an observation mission to Romania for the presidential elections on November 22 made up of 25 international experts, headed by the Russian expert Vadim Jdanovici.
The Limited Election Observation Mission (LEOM) included 11 international experts coming from nine countries member of the OSCE, who carried out their activity in Bucharest, with 14 more observers having been sent to observe how things worked around regional elections offices nationwide.
