‘Parliament had to do something. It had to convene to vote on the Negoita Government. I believe Parliament has the obligation to cast a vote; whether for or against, I do not know, but it had the obligation to vote,’ said Basescu. The deadline for Parliament’s leading bodies establishing a schedule for hearings and a date for an investiture vote on the Negoita Cabinet expired on November 24.
Under the Statutes of the Chamber of Deputies and Senate, their leading bodies had to agree on a date for a joint vote session of Parliament, at least 15 days after the programme and the list of Cabinet members was received, and make sure the MPs are called in session.
On November 6, President Traian Basescu designated Bucharest District 3 Mayor Liviu Negoita to assemble a new Government, the second after the Social Democratic Party (PSD) pulled out of the Government, and following Parliament’s vote against the Lucian Croitoru Government. At the end of three days of consultations with the parliamentary parties, Prime Minister- designate Liviu Negoita submitted to Parliament the composition and programme of his Cabinet.
