The document reads that PSD and PNL have agreed to get Romania out of what it says is economic, political and moral crisis; restore solidarity and confidence among Romanians; secure a governance that will provide a balanced development of the country; restore the country’s international standing and promote a foreign policy that will benefit Romanians, as well as resume dialogue and cooperation among the state powers and between Government and social partners.
The principles underpinning the joint PSD-PNL governance spelled out in the agreement are reducing the role of taxation as engine for economic development; governing to the benefit of all Romanians through a fair distribution of the fruit of economic development; transparence and efficiency in public spending.
PSD and PNL also vow to observe individual rights and freedoms – the right to economic initiatives, the right to healthcare, the right to education, the right to social security and the right to a healthy environment.
Among their other joint governance principles are observing the provisions included in a pact between the two parties concerning justice affairs, decentralisation and depoliticising the public administration, as well as assisting social categories in distress – young families, pensioners and people on low income – modernising agriculture and the countryside.
Based on these principles and the objectives mentioned in the agreement, the two parties are committed to endorsing the PSD+PC Alliance candidate in the December 6 presidential runoff, assembling a stable majority to endorse a Government headed by Klaus Johannis and drawing up a government programme that will take Romania out of crisis.
‘Twenty years now after the Romanian Revolution, the hopes and aspirations of most Romanians have been wasted in a never-ending transition. The signatory political parties pledge to realise these aspirations and give Romanians back a democratic government dedicated to the public interest. We want to give Romanians back a country of which they may be proud, a country where they are respected by their political leaders and the administration, a country where they have a chance for full personal, professional and social achievement,’ reads the agreement.
‘After five years in office Traian Basescu is leaving behind a country in chaos, a country without a legitimate government, a country devoured by artificial conflicts among the state powers, between the state and society, as well as among various social categories,’ reads the agreement. ‘Traian Basescu is leaving behind a Romania about to collapse economically, a country which public administration has been occupied by incompetent politicians who were abusively installed in leading public offices,’ the document says.
