DGA project to prevent and combat corruption in administration

project initiated by the Ministry of Administration and Interior (MAI) via the Anti-Corruption Directorate General (DGA) to efficiently prevent and combat corruption in the public administration, by reviewing and simplifying administrative procedures, increasing transparency and protecting integrity in the public administration, was concluded on Thursday, with both Romanian and foreign representatives of such institutions participant attending a ceremony on the occasion.

According to Anti-Corruption General Directorate (DGA) Chief Commissioner and Deputy Director Genu Eduard Radu the implementation of the Twinning PHARE 2006 project titled ‘The Continuation of the Fight against Corruption in Public Administration’, launched in June 2008, which benefited of 1.2 million euros in European funds and another 115,000 euros in co-financing drawn from state budget, resulted in a higher transparency within the systems, procedures and administrative organizations operating in eradicating and preventing corruption.

Moreover, there were simplified the working procedures in the public administration, there was obtained a better integrity protection in the public administration’s sectors, which are usually more exposed to corruption, there was implemented a continuous training programme of the personnel in the public administration and in the judicial units operating in the field of eradicating and preventing corruption, as well as a better monitoring, an improved transparency and an increased responsibility of the DGA.

The DGA official also mentioned the project benefited of an integrated approach on the national level, with the main factors in the field getting involved, according to MAI, represented by the DGA, the Central Unit for Public Administration Reform and the National Agency of Public Servants, the Ministry of Justice and the Public Prosecution Ministry, via the National Anti- Corruption Department.

Moreover, the structure of the project followed the main principles and fields within the National Anti-Corruption Strategy, the prevention of corruption crimes, increase in the efficiency in the combating this phenomenon, the simplification of the administrative procedures and the involvement of the civil society. Moreover, the Romanian authorities enjoyed while implementing these objective the partnership of the British Crown Prosecution Service and of the Home Office of the U.K. and also of the General Service of Prevention and Corruption and the National Institute for Public Administration in France.
