‘In my opinion, there was indeed seen a stagnation in the progress made under the Mechanism of Cooperation and Verification in the latest six months. Highly reliable sources among the experts of the Secretariat General with the European Commission referred to an increasing concern over the lack of political will in supporting the justice reform in Romania, after this summer’s report’, Predoiu said, at a press conference in Bucharest occasioned by the completion of a pilot project in the field of justice manager.
Catalin Predoiu said that after the Government assumed responsibility of the two codes – civil and criminal – the reforms slowed down and there appeared ‘worrying phenomena’.
‘Here are some of these concerns: groundless critics or exaggerated appreciations of the country report referring to which some politicians said ‘it had nothing to do with Romania’, the delay in adopting the procedure codes, duplicitous political messages related to the illegal suspension of activity in the justice area in September and lack of progress in finalizing corruption files.
Moreover, the EC warned us not to put in danger the progress made so far in the previous months under the reference objective No. 2 and insisted also we maintained the credibility of the National Agency of Integrity (ANI),’ Predoiu added. The Justice Minister said some of these aspects might induce a chain of effects. For instance, delaying the adoption of the codes might drag a delay in carrying out certain impact studies and in their implementation too.
‘The same as in 2008, the political support for reforming justice vanished after the publishing of the country report this summer and I believe it is my duty to pull an alarm signal related to this matter. I hope that as soon as a new government is settled in, this support will be reaffirmed and concretized through both legislative and institutional measures’, the Justice Minister concluded.
