Premier Emil Boc stated that the Executive will channel its efforts to attain these objective immediately after the approval of the state budget. As for the Law on national education, the Premier said that the normative act will be re- discussed in the Parliament. “The Constitutional Court appreciated through a single ruling that this law cannot be promoted through Government assuming responsibility, but following a parliamentary debate, without providing further arguments.
But the Court’s ruling must be observed, it is not a matter for discussion. We will obey this decision and re-discuss the Law on national education, which is extremely important for the modernization of the Romanian education”, reiterated Emil Boc. Another goal refers to the Law on fiscal responsibility, submitted by the Government to the Parliament, and which is “aimed at a stronger discipline in the fiscal system in Romania”, underlined Emil Boc.
An immediate priority is the application of the normative acts on the decentralization and the cost standards for various economic fields. “We will continue to decentralize administration, public health system, agriculture, culture, social protection, namely those fields where the decision could be more easily taken by the authorities close to the citizen, where we shall transfer prerogatives now incumbent on Bucharest”, stressed the Premier.
To these priorities the reform of the lump-sum tax is added, the Minister of Finance receiving the task to get ready a new formula, and this tax is going to the changed into “a lump-sum tax in the proper sense of the word”. “What we have today is not a lump-sum tax, it is a minimum tax and it attained the objectives for which it had been conceived”, said Emil Boc. As such, the tax will be only applied to those economic fields where fiscal evasion cannot be countered through some other measures.
