“It is an unjustified decision reached in disregard of ICR’s evolution this year, when it will take over the presidency of the European Union National Institutes for Culture (EUNIC), the association joining together all the EU national culture institutes,” said Patapievici, highlighting that this is a great honor, similar to that of Sibiu being designated European Cultural Capital.
The ICR chairman considers that “financial support is necessary for such an honor’ one cannot live up to by cutting back the ICR budget to the level of 2009.
Horia Roman Patapievici said that he wrote the chairmen of the parliamentary Budget & finance Committees and that the response had been that “if appropriate,” ICR representatives would be invited to hearings.
“I expect the Parliament members to understand the national interest of Romania, which is to support the EUN IC presidency,” argued the ICR chairman, adding that he is now waiting to see “how things evolve.’ Under the budget blueprint ICR applied for and which got the Finance Ministry’s nod, but was then trimmed by the Culture Committees, the Institute was supposed to receive this year 55 million lei (1 euro trades for 4.17 lei) in funding, after the 2009 preliminary execution of 38.4 million lei.
The draft budget will be sent to the joint Budget & finance Committees of Parliament, which will prepare the report on the 2010 state budget blueprint for the lawmaking body to then discuss it and reach a final decision thereon in plenary meeting.
