Supreme Council of Magistrates, European Commission assess progress made by Council

The Supreme Council of Magistrates (CSM) reviewed the progress made on the monitoring mechanism imposed Romania on the justice sector at a meeting with the European Commission representatives on Wednesday.

‘The CSM, by its former and current leadership, met the Commission representatives with whom it reviewed the progress made by the Council and the priorities it has in order to remove the cooperation and verification mechanism.
The priorities targeted by the CSM included the human resources, judicial inspection, the unification of jurisprudence by the mechanism set up in the Council and enhancing the CSM transparency and responsibility’, Council spokeswoman Carmen Georgica told.

The European Commission experts are visiting Bucharest as part of a mission to assess the commitments made by Romania under the Mechanism of Cooperation and Verification (MCV). On Tuesday, they met Justice Minister Catalin Predoiu, ministry officials and officials of the National Agency for Integrity and the National Anti-Corruption Directorate.

The Commission experts’ mission is being conducted on Jan. 11-13. The first benchmark included in the MCV is related to guaranteeing a more transparent and more efficient judicial process, particularly by strengthening the CSM capabilities and by raising its responsibility, as well as to reporting and evaluating the impact of the new codes of civil and administrative procedure. Responsible for achieving this benchmark are the Justice Ministry, CSM, the Public Ministry and the High Court of Cassation and Justice.

The second goal is the setting up of an agency for integrity with responsibilities in checking the patrimony, the incompatibility and the potential conflicts of interests as well as the capacity to take compulsory decisions that should allow the enforcement of dissuasive sanctions.
The other two benchmarks include the continuation of professional and unbiased inquiries, based on the already made progress with respect to the accusations of high-profile corruption and the adoption of additional measures to combat corruption, particularly within the local administration.
