Romania represented by Bogdan Aurescu at UN Human Rights Council and Conference on Disarmament

Secretary of State for Strategic Affairs with the Romanian Foreign Ministry Bogdan Aurescu expressed concern over the agenda of the UN Human Rights Council not having always included large-scale and systematic violations of human rights, stressing that this issue should be taken into account in the process of assessing the effectiveness of the institution, the Foreign Ministry informs.

Aurescu headed the Romanian delegation that participated Wednesday in Geneva in the top-level segment of the 13th session of the UN Human Rights Council, as well as in the works of the Conference on Disarmament.

The Romanian dignitary referred to strengthening the efficiency of the Human Rights Council, highlighting the important role played by the Universal Periodic Review mechanism or the Special Review procedures. Referring to Romania’s example, Aurescu reiterated its commitment towards the observance of human rights and of fundamental freedoms, as well as for strengthening the role of the UN in this area.

“Member States will have to make all necessary efforts to strengthen the Council’s role as an early warning mechanism in cases of serious violation of human rights,” said Aurescu. During the plenary session of the Conference on Disarmament, Aurescu had an intervention on the importance attached by Romania to this multilateral negotiation body responsible for disarmament, highlighting the need to revitalize it.

He confirmed Romania’s commitment towards the multilateral framework of international disarmament and non-proliferation instruments both at global and regional as well as towards the enforcement in good faith of the obligations arising from the juridical agreements it is a party of. Aurescu said that “the national policy for arms control, non-proliferation and disarmament is an essential component of the security and defense policy.’

Aurescu met with Sergei Ordzhonikidze, Director General of the UN Office in Geneva, Secretary General of the Conference on Disarmament, with whom he discussed the current situation of the Conference on Disarmament, Romania’s contribution to the activity of the Conference, the prospects in 2010 of the global nuclear disarmament process.

The Director General of the UN Office in Geneva voiced preoccupation over the proliferation of ballistic missile technologies. The Romanian official presented briefly the stage of Romania’s participation in the American adapted, phased missile defense system, pointing out its strictly defensive character and that it is designed to address vulnerabilities arising from the proliferation of short and medium-range ballistic missile technology.

The high official presented the stance of Romania, which seeks a substantial resumption of Conference on Disarmament, and expressed confidence in the finalization as soon as possible of negotiations between the U.S. and the Russian Federation on the START Treaty, as well as hopes that the Comprehensive Nuclear Test Ban Treaty (CTBT) comes in effect this year.
