Leonard Orban: Romanian administration will have to set national targets deriving from ones established by EU

Presidential adviser Leonard Orban said on Wednesday that the European Council establishing, in June, a number of targets referring to the future of the EU (the EU 2020 strategy) was a big challenge for a number of administrations, the Romanian one included, that will have to establish national targets deriving from the ones established by the European Union (EU).

„The SPOS 2009 study is very welcome as the European Commission will soon establish a document dealing with the outlook on the EU budget as a basis for the future negotiations in the Union,” Orban, former member of the European Commission, told the conference on „Launching Strategy Studies and Policies – SPOS 2009,” which is organized by the European Institute of Romania (IER), and added that he was speaking for himself, a fact that does not involve the function he fulfils.

He emphasized the fact that „in the future too additional studies made by various institutes that should help the administration are needed.” Chairman of the foreign policy commission of Romania’s Senate Titus Corlatean said that these studies were „extremely necessary and useful” for the governing act proper, but also for decision makers in the broader sense of the word, for Parliament especially.

„In past years we were extraordinarily passive as regards making the decis ions concerning us in Brussels after January 1, 2007,” said Corlatean. Referring to the Romanian Senate’s foreign policy commission discussing a draft regulation on the EU outer borders, Titus Corlatean emphasized that there must be cooperation and coordination between Parliament and the governmental institutions when we make the decision in Parliament, considering Romania’s interests in the European family, which we must take into account when subsequently making the legislative decision in Brussels.

Bogdan Manoiu, head of the Department for European Affairs, Florin Pogonaru, chairman of the IER board of directors and president of the Association of Romanian Businessmen, Constantin Ciupagea, manager of the Institute of World Economy of the Romanian Academy, as well as authors of the studies made as part of this project attended the above-mentioned conference, which was moderated by Gabriela Dragan, IER managing director.

The series of strategy studies and policies made by the European Institute of Romania in 2009 aims at supplying some elements for substantiating Romania’s post-accession policies and stands on the European construction.

The studies approach new requirements, which are highly important and topical for Romania’s progress in the European area, such as the introduction of a medium-term fiscal and budget framework, the implications of Romania’s contribution to the budget of the European Union, the implementation of the principles of flexicurity in Romanian enterprises, the consolidation of young people’s professional competences and, last but not least, the question of the impact of implementing the energy-climate changes package on Romanian economy.
